The article may be making fun of it, but I'll admit it to you: I want to be able to watch this regularly. The host even
acts like a parser.

I'd love to be able to watch this on TV on a regular basis. I found a
few more of these on YouTube.

I have some friends in Scotland and England that I've mentioned this to now, and their opinion of the show seems to be that it's a scam to take advantage of drunken insomniacs or something. Honestly, though, I kind of expect it to be that, what with it being a pay-by-the-minute phone line.
Honestly, though? I think I'd still do it. If I ever got a couple hundred bucks saved up, I'd probably call some night. I mean, that's roughly what you'd do with a casino, right? Go in expecting to lose, basically paying for the "entertainment" of just being there, and knowing there's a slim chance for a payout at the end, right?

Wait, this is/was a real call-in show? I thought it was a sketch on a comedy show. Being real makes this so much better!

Yep, this is a real-live, honest to goodness call-in show featuring an actual human who acts like a parser as a host. :-)
-EDIT-
Actually...actually, now that I look at it again, everyone is calling it a sketch on something called "Limmy's Show" on Youtube. Methinks my friend in England didn't actually know what they were talking about when they said it was a scam.
